  1. My observations on the Chough Rock application for consideration at the next planning committee meeting…

    1) Despite remedial works proposed to the base of the cliffs, excavation activities may cause instability to the overall cliff system,
    2) There would be risky undercutting of level adjacent the highway at the western end of the building requiring a 2 metre high re-inforced concrete retaining wall,
    3) Represents an advance in building line towards the sea – this is counter the Shoreline Management Plan,
    4) Loss of biodiversity at the site including nesting habitat for fulmars is likely to lead to abandonment by the fulmar colony,
    5) No details given in the plans whether the viewing point from Plaidy Lane into the cove is to be retained,
    6) Removing or degrading the view to the cove and its wildlife interest would adversely impact user enjoyment of the South West Coast Path,
    7) Building size /design does not respect local scale or character,
    8) No other premises locally has 4 floors or is set directly on or overlapping the cliff edge,
    9) Overbearing impact on the local beaches below,
    10) Prominent cliff-top /skyline siting visible from Hannafore to Downderry,
    11) Would adversely and permanently impact coastal landscape character,
    12) Would destroy the preserved Napoleonic Artillery Battery built for the coastal defence of Looe,
    13) Removal of thousands of tons of cliff for one dwelling is counter the principle of sustainable development,
    14) Highly unpopular locally and not compatible with ethos of Neighbourhood Planning.
